Meet the members of LEEA’s Southeast Asia Regional Council
The Regional Council for Southeast Asia a dedicated to enabling greater local control and ownership over local decisions. In addition to promoting LEEA standards to the relevant companies and government agencies within this region, the association and the Regional Council are supporting members in Southeast Asia and in broader Asia area such as China, Hong Kong and Taiwan. Here is an introduction to the council’s members:

Alex Lew is an accomplished industry leader with over 22 years of experience in the lifting equipment and offshore mooring sector. He heads the Inspection and Testing Division at Franklin Offshore, where he leads a multidisciplinary team specialising in inspection, load testing, crane reeving, winch spooling, and heavy-lift project support. Blending strategic business acumen and technical mastery, Alex drives operational excellence in every aspect of project execution – from compliance assurance and technical consultancy to the design and delivery of training programmes for lifting systems and heavy-lift solutions.
Deeply committed to raising safety standards across the industry, he advocates continuous improvement and knowledge sharing to cultivate safer, more efficient practices region-wide. As Chair of the LEEA South East Asia Regional Council, Alex plays an active role in steering Council initiatives and engaging with partners to advance LEEA’s mission of promoting professionalism, competence, and safety in lifting operations.
Lance Lin Wenjie, an experienced Operations Manager in the oil and gas lifting industry, is currently with PT Franklin Offshore Perkasa. He is driven by a strong commitment to safety, efficiency and innovation. With extensive expertise in project management, lifting operations, safety compliance and supply chain management, he oversees end-to-end operational activities—ensuring every project is delivered with precision, discipline and integrity.
Lance has successfully supervised complex fabrication and inspection projects, integrating engineering principles, regulatory standards (OSHA, EPA, DNV), and risk management frameworks to achieve operational excellence. His leadership combines technical mastery with strategic foresight, empowering cross-functional teams to perform at their best while maintaining strict adherence to safety and quality standards.
Adam Zakaria is the Technical Director at SEA Advance (M) Sdn Bhd, bringing over 15 years of experience in the oil and gas industry, specialising in Non-Destructive Testing (NDT) and lifting inspection services. He holds a Diploma in Non-Destructive Testing and is certified under PCN/ASNT in Ultrasonic Testing (UT), Magnetic Particle Testing (MT), and Penetrant Testing (PT).
With a deep understanding of inspection techniques and offshore safety protocols, Adam ensures that every project under his supervision meets the highest international standards of integrity, reliability, and compliance. Renowned for his hands-on leadership and technical precision, Adam plays a key role in driving quality assurance, certification accuracy, and operational safety across SEA Advance’s oil and gas projects. His strong commitment to technical excellence and continuous improvement continues to reinforce the company’s reputation for trusted, world-class inspection services.

Dr Mazlan Bin Shah serves as Business Development Director at DNV Malaysia Sdn Bhd, where he connects complex engineering assurance needs with practical, compliant solutions. With over more than 20 years, he has led and delivered across QA/QC audit and quality surveillance, welding technology, NDT methods and certification, design and inspection of pressure vessels and boilers, welded structures, statutory in-service inspections of pressure equipment and lifting appliances and condition assessments for vessels, boilers, cranes and offshore line pipes including fabrication and coating. His portfolio spans offshore and marine steel fabrication, onshore plant facilities, material and component certification, product certification for CE marking, qualification of welding procedures/welders/NDT procedures, project management, risk-based inspection for onshore, offshore, and power plants, fire-damage assessments and fitness-for-service evaluations.
Familiar with API, BS EN, ASME, ANSI, PED and DNV Rules for fixed platforms and pipelines, he brings a rigorous, code-driven approach to design appraisal and certification. 
Lt. Colonel (Assoc) Frank Tan, CEO of The ISO Group, stands at the forefront of Malaysia’s industrial safety transformation. With 22 years of experience in the training industry, he has devoted his career to shaping a safer, smarter, and more sustainable environment for crane lifting and MEWP operations.
He is the visionary behind Malaysia’s Crane Lifting Safety Ecosystem, integrating innovation, training, and technology into a holistic framework that saves lives and elevates industry standards. His pioneering work includes several patented and proprietary methodologies, among them the 5 I-Ray Eyes Technique, Zorro A-B-C Eyes Technique, 3-in-Line Technique, and Delayed Acceleration Technique—each developed to prevent accidents and ensure precision in lifting operations.
Now he is conducting the LEEA Accredited Appointed Person in Lifting Operations (APLO)/ Crane Lifting Planner course. Through The ISO Group, he continues to champion Smart Integrated IoT Helmets and digital safety systems designed for Mobile Cranes, MEWP, and MHE operations, reflecting his lifelong commitment to the principle: ‘Safe to Work, Safe on the Road, Safe Back Home’.

Rony Prayitno Simeon is an accomplished engineering and inspection specialist with extensive experience in lifting operations, lifting planning, Non-Destructive Testing (NDT), lifting personnel assessment, Risk-Based Inspection (RBI), and asset integrity management. His expertise spans the oil and gas, marine and port industries, where he has consistently delivered high-standards of operational safety and technical excellence.
Currently serving as the Operation & Technical Director of PT Inspektindo Sinergi Persada, Rony plays a key leadership role in overseeing technical operations, ensuring compliance and driving continuous improvement across complex lifting and inspection projects.
Rony is recognised for his academic and professional achievements, including being ranked among the Best 20% Graduates of the Faculty of Engineering at Gadjah Mada University, one of Indonesia’s leading institutions. He has successfully passed multiple high-level competency certifications, notably the BP Level 4 competency for Regional Lifting TA, and the Shell P&T Lifting & Hoisting Assessment, earning accreditation as a Shell Subject Matter Expert (SME) for Lifting & Hoisting.
Romel Nevado Cuison is a seasoned professional in inspection and quality assurance, bringing over 17 years of experience across the oil and gas, construction, and geothermal industries — including more than 15 years specializing in Lifting Gear Inspection. As the President and Operations Head of International Mega Petroleum Inspection Corporation, a Philippines-based inspection services company, Romel leads with a strong commitment to operational excellence, safety, and regulatory compliance.
Throughout his career, he has established a reputation as an organisational leader dedicated to upholding the highest standards of safety, quality and integrity. Romel continues to contribute to the advancement of global best practices through active participation in the industry, ensuring that every project he oversees meets the rigorous demands of the energy sector.
Oscar Lai, Associate Director and one of LEEA council member, leads Top Slings’s push for higher technical standards, regulatory alignment and operational discipline. His role centres on embedding best practices in inspection, compliance, and product integrity, ensuring that Top Slings consistently meets the expectations of international lifting standards. Top Slings is one of Malaysia’s foremost suppliers of lifting, hoisting, and rigging solutions, recognised for its technical capability, disciplined quality control, and broad product portfolio. The company delivers wide range of lifting equipment, including chain blocks, lever hoists, webbing slings, rigging hardware, and customised assemblies solution supporting safe, reliable, and efficient rigging operations.
Through his leadership active collaboration and ongoing participation in industry development, Oscar continues to promote technical excellence and knowledge exchange within the lifting community.
