Conveying members’ views on LOLER
LEEA is actively engaged with the UK Health and Safety Executive’s (HSE) review of the Lifting Operations and Lifting Equipment Regulations (LOLER). Members have been asked to contribute to the development of perhaps the most important set of regulation in the sector. Following on from a literature review and initial set of consultations, LEEA invited members to complete its LOLER survey.
The input received helps to ensure that the Lifting Industry’s collective voice is heard and that future regulation continues to support safety, competence and professionalism across our sector.
Providing an update during LiftEx 2025, Ian Bannister, Director of Infrastructure at LEEA, underlined that the response to the survey is member feedback and is not a LEEA position. “As an exercise, it's been a very useful,” he said. “We believe that the response to HSE gives the best representation of members’ views. Interestingly, 81% of membership feedback said that LOLER is currently fit for purpose, but most respondents also said it was complex and contains a lot of ambiguity. Making it more user-friendly would make it more efficient.”
The paper LEEA has put together and submitted to the HSE consolidates the feedback and provides a ‘top level path’ for HSE to consider. Bannister adds: “It’s a great read, and we hope the HSE will talk further with LEEA. As soon as we know, we’ll let you know.”
