LEEA regularly reviews its technical guidance to ensure it remains relevant, practical, and aligned with current industry practice.
We are currently consulting on LEEA 065 – Guidance on lifting equipment examination schemes for hire companies.
This guidance focuses on how hire companies meet their obligations under LOLER through different examination approaches, including fleet rotation, pre-hire examination, two-part schemes, and written examination schemes.
This Stage 1 consultation is designed to:
- Confirm the scope and intent of the guidance
- Test the proposed technical direction
- Identify areas of risk, ambiguity, or unintended consequence
- Ensure the guidance remains practical for hire operations of different sizes
The consultation will directly inform whether and how LEEA proceeds with further revision of LEEA 065.

Hire companies, competent persons, inspectors, dutyholders, trainers, and others involved in lifting equipment examination and management.
